Pete is a partner at the international forensic accounting firm of MDD in its surety practice group. He has 25 plus years of experience in the surety and fidelity. Pete handles all accounting aspects related to bond loss matters, including, among other things, initial principal financial evaluations, ongoing management of surety losses, prevailing wage concerns, union and tax disputes, maintaining escrow accounts, preparation of internal reports and expert reports, and testifying under oath and in court. Pete holds professional licenses as a Certified Public Accountant and a licensed attorney in Pennsylvania and New Jersey. He is a founding member of the PSCA.

Bill provides consulting services to the construction industry and serves as an Expert Witness for Owners, Contractors, and Sureties. Bill’s expertise lies in the areas of construction management and the analysis of construction impacts, including project delays, damages, inefficiency, and acceleration. Bill has provided expert witness testimony in all venues, including State and Federal Courts. Bill has written several articles for industry publications and is the co-author of the construction text entitled Construction Delays. Bill is also a Founder of the Manatawny Still Works.

Craig O’Neill is a Partner with White and Williams LLP in Philadelphia, Pennsylvania. Craig has a broad range of experience handling construction and surety and other commercial litigation matters. Craig represents project owners, general contractors, subcontractors and design professionals in a wide range of matters, including construction delay and disruption claims, breach of contract claims, defective design and construction claims, and mechanics’ lien claims in federal and state court. He regularly drafts and negotiates construction agreements and advises clients on construction contract management and administrative issues. Craig also routinely works with surety clients on an array of matters, including payment and performance bond claims and actions to enforce indemnity agreements.

Mr. Wills has 20 plus years of experience in the surety and construction industry. Mr. Wills is Vice President of Chubb Surety Claims. He graduated from The Catholic University of America in 1992 and The District of Columbia David A. Clarke School of Law in 1995. He served as Law Clerk to the Honorable Robert E. Francis, J.S.C., Superior Court of New Jersey, Chancery Division, General Equity, 1995-1996. Mr. Wills is licensed to practice law in New Jersey, Pennsylvania and The District of Columbia. He acquired significant litigation experience while working in the South Jersey and Philadelphia region. Mr. Wills is a Vice-Chair of the American Bar Association Tort Trial and Insurance Practice Section for the Fidelity and Surety Law General Committee.

Michael Bramhall is Senior Claims Manager for Intact Insurance. Mr. Bramhall has 14 plus years of experience in the surety industry. Mr. Bramhall received a Bachelor of Science from Utah State University and his Juris Doctorate from Widener University School of Law. Mr. Bramhall is responsible for managing a team of claim professionals, while also handling complex construction defaults and providing legal support and risk mitigation for his underwriting partners. Mr. Bramhall is licensed to practice law in New Jersey. Mr. Bramhall also serves as a Board Member on the Cinnaminson Board of Education.

Michael Stover is a Partner with Wright, Constable & Skeen, LLP in Baltimore, Maryland. Mr. Stover practices predominately in Surety and Construction law, but is also experienced in government contracts, small business, and general litigation. He is well distinguished professionally for his work, earning recognition as a Super Lawyer™ in Surety Law, Best Lawyers in America™ for Construction Law and he also holds the AV Preeminent Peer Review rating from Matindale-Hubbell. Mr. Stover is very active in a number of legal and professional groups and has held a variety of leadership roles. He is a founding member of the Philadelphia Surety Claims Association and serves as an officer of the Association and as a Director on the Board of Directors. Mr. Stover is a Vice Chair of the American Bar Association’s Fidelity & Surety Law Committee and is a member of the National Bond Claims Association and the American Bar Association and the Forum on the Construction Industry. He is a Fellow of the Maryland Bar Foundation and a former member of the Maryland State Bar Association Board of Governors, Executive Committee and former Chair of the Young Lawyers’ Section. Mr. Stover earned a Bachelor of Science Degree in Finance from the University of Maryland and a Juris Doctor Degree, with Honors, from the University of Maryland School of Law. He is admitted to practice in Maryland, the United States District Court for the District of Maryland, the United States Court of Appeals for the Fourth and Third Circuits and the United States Court of Federal Claims. Mr. Stover has authored numerous papers, articles and book chapters on Surety Law and has presented at seminars all around the country on surety and construction law topics.

Patrick handles a wide variety of complex commercial disputes, focusing much of his practice on construction, surety and fidelity litigation. He represents owners, contractors, subcontractors, design professionals, sureties and building product suppliers in construction disputes involving claims for delay, unforeseen site conditions, poor workmanship, defective materials, design errors, liquidated damages, mechanics’ liens, change orders, lost productivity, bid protests, warranty claims, performance bond claims, payment bond claims and indemnity claims. He has also served as an adjunct professor at Rutgers University School of Law, instructing students on trial advocacy skills.

Rachel Walsh is Regional Vice President for Liberty Mutual Insurance Company. Before joining Liberty Mutual, she practiced at Krebs, Farley & Pelleteri, PLLC in New Orleans, Louisiana, where she focused on surety and fidelity law and construction litigation. Ms. Walsh received her Juris Doctor, magna cum laude, from Loyola University New Orleans in 2007 and a bachelor of arts, cum laude, from Tulane University in 2004. She is a member of the Louisiana Bar Association, Surety Claims Institute and National Bond Claims Association. She additionally serves as an Assistant Bar Examiner for the State of Louisiana and routinely speaks at American Bar Association and industry events regarding various aspects of surety law.

Sandhya Feltes is a principal of Kaplin Stewart Meloff Reiter & Stein, P.C and a member of the Commercial Litigation and Construction & Surety Law Departments. She represents surety companies in a wide range of disputes involving complex performance and payment bond claims, the enforcement of rights and remedies under indemnity agreements and the negotiation and drafting of completion and takeover agreements. Ms. Feltes services the insurance industry in a variety of insurance-related matters involving complex coverage disputes, bad faith, first party claims and third-party claims. She also regularly represents national and state chartered banks, residential mortgage lenders and loan servicers in consumer financial services litigation in state and federal court.
